Shipping Clothes From Thailand: What Customs Charges on Arrival, Country by Country

Folded garments being packed into a shipping box for export from Thailand with customs duty included

Every box of clothing that leaves Thailand gets billed twice. The courier charges for the transport, and the destination government charges duty and tax when the box lands. The second bill goes to the person receiving the parcel, unless the sender pays it up front.

Dragon Courier started in tailoring 30 years ago and ships finished garments from Thailand with all duties, costs and tariffs inside the fee. This is what the destination governments actually charge on clothing, quoted as they write it, and what duty inclusive removes.

United States

The free lane under 800 dollars is closed. Executive Order 14324 suspended duty-free de minimis treatment for every country:

"effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on August 29, 2025."

"all such shipments, except those sent through the international postal network, shall be subject to all applicable duties, taxes, fees, exactions, and charges."

A courier shipment of clothing now pays duty at any value, and clothing carries some of the highest rates in the tariff schedule. The Harmonized Tariff Schedule lists heading 6203.11.60.00, a men's suit "Of worsted wool fabric, made of wool yarn having an average fiber diameter of 18.5 microns or less", at a general duty rate of 17.5% (Harmonized Tariff Schedule, USITC, hts.usitc.gov).

Dragon Courier ships a 2 kg two-piece suit from Thailand to the USA for 1,292 to 1,474 THB on the tailor price list of 3 August 2026, duty and tax included. The receiver pays nothing on arrival.

United Kingdom

The UK charges in two layers. Customs duty starts above a threshold: "Non-excise goods worth £135 or less" carry "No charge", and above that "The rate depends on the type of goods and where they came from" (Tax and customs for goods sent from abroad, gov.uk).

VAT applies separately: "VAT is charged at the VAT rate that applies to your goods." The zero-rate list names "Children's clothes and footwear" at 0% (VAT rates on different goods and services, gov.uk). Adult clothing appears nowhere on that list.

A tailored suit is worth more than £135, so a suit shipped to a UK customer collects customs duty plus VAT unless the charges are prepaid. Dragon Courier ships 2 kg to the UK for 2,196 THB, duty and tax included.

European Union

The EU rewrote its low-value rules in 2026:

"From 1 July 2026, the EU will apply a temporary €3 customs duty per item"

"All goods in consignments up to €150 sold in distance sales (e.g. e-commerce to consumers), regardless of VAT scheme."

"The €3 temporary customs duty is a flat fee, which will apply until 1 July 2028, after which normal customs duties will apply."

Per item, not per box. A shipment with a suit, three shirts and two ties is six items. Dragon Courier ships 2 kg to EU zone 1 for 2,783 THB with those charges already settled.

Who pays it is a contract term

The International Chamber of Commerce defines the delivery term that puts every one of those charges on the seller:

"DDP (Delivered Duty Paid) is unique: the seller is responsible for all duties, taxes and import formalities in the destination country."

Source: Using the Incoterms 2020 Rules to Manage Tariff Risk in International Trade, ICC, April 2025.

That is the term Dragon Courier ships under. The customer opens the door to a finished order, not an invoice. Ask the tailors: the main reason Thailand's tailor shops use Dragon Courier is the duty inclusive service, on top of free pickup in Bangkok, Pattaya and Chiang Mai.

How Dragon Courier handles it

Send the contents and the receiver's name, address and contact number. That is the whole list, and no account is required to start sending. Pick-up is free from shops in Bangkok, Pattaya and Chiang Mai, and shops outside those cities send to the Bangkok office in Sukhumvit Soi 4 or the Chiang Mai office on Viangbua Road.

Door to door tracking is provided on export day and can be shared with the receiver. When the delivery is done the sender receives a file showing proof of delivery. Insurance is required on every shipment and covers loss, at a declared value the sender chooses. Once a shipment has been exported the address cannot be changed, so the delivery details get checked before the box moves.
