Bangkok Auto Parts Markets for Overseas Buyers: Siang Kong, Worachak and What the Parts Pay Abroad

Used engines, gearboxes, alternators and radiators stacked in a parts shop in a narrow lane of Bangkok's old Chinatown

A Thai-made brake part brought to the USA pays 27.5 percent, the ordinary 2.5 percent plus 25 percent under Section 232. A Thai-made engine part not on the Section 232 list pays 15 percent. Most car parts brought to the Philippines pay 10 percent, 0 percent if they qualify for Form D. The country of manufacture and tariff line determine the rate, not the market where you buy the parts.

Where are Siang Kong and Worachak, and are they the same place?

Siang Kong and Worachak are two different areas, about 1.5 to 2km apart. Siang Kong is the used part lane on Soi Wanit 2, Talad Noi, Samphanthawong district. Worachak is a street in Pom Prap Sattru Phai district, with an engine workshop and 2 markets named after it.

In Bangkok Metropolitan Administration open data, Siang Kong (also Sieng Kong, Chiang Kong) is the area where many used vehicle parts shops are located. It is near the Sieng Kong Shrine, where Song Wat Road intersects with Charoen Krung Road. You can get there via MRT Hua Lamphong Exit 4, or by boat on the Chao Phraya express boat to Si Phraya Pier.

Many customers ask why there are so many Siang Kong shops. The same record says the used engine trade called Siang Kong started here, first in Thailand, on parts imported from Japan, then spread to Rangsit, Rama III, Bangna-trad road and other provinces such as Chiang Mai. A shop called Siang Kong is not necessarily in Talat Noi.

Worachak has no published shop hours: the 7am to 5pm in the Siang Kong record are the shrine's. Please call ahead, shops set their own hours.

What does a part from a Bangkok market pay in the USA?

The duty depends on the tariff line. Parts made in Thailand and on the Section 232 auto parts list pay the ordinary rate plus 25%. Parts made in Thailand and not on the list pay the ordinary rate plus 12.5%. On a 2.5% line that is 27.5% or 15%.

The 12.5% is not added on top of the 25%. It has been in effect since 24 July 2026 on goods of Thailand and excludes parts already paying Section 232. At the announcement the US Trade Representative said: Auto parts already under section 232 are excluded from these additional tariffs. List in Note 33 has 130 tariff codes. The Commerce department opens a window for importers to request inclusion four times per year.

This is the trap: 3 lines of heading 8708, mufflers and exhaust pipes, their parts and Other, are on no auto parts list. They are also on the steel derivative list, which means they get a 25% tariff rate on full value when steel is at least 15% of the weight. Which side a part falls on is a question for a customs broker before buying.

There may be additional customs costs in the US. Processing fees changed on 1 October 2026. A formal entry is 0.3464% of the value, minimum 34.58 USD, maximum 670.86 USD. An automated informal entry is 2.77 USD. Express shipments up to 2,500 USD are generally an informal entry.

Does it matter that the part was made in Japan, not Thailand?

Yes. US duty follows country of origin, not country of purchase. Siang Kong grew on parts imported from Japan. Japan, the EU, the UK, South Korea and Taiwan have their own Section 232 terms. Thailand has none.

Under the schedule, a listed part made in Japan pays a combined 15%, the same part made in Thailand pays 27.5%. The 12.5% layer applies only to products of Thailand.

A used part usually comes from a stall in the market and rarely has any proof of where it was made. How US customs settles the origin of a second-hand part is a question for a broker. The invoice states the country of manufacture shown on the part. A part with no visible origin is declared as what it is, not Thai or Japanese by guess.

Form D is only required if you are claiming the ATIGA preferential tariffs. The Regional Value Content must be at least 40%. If a Japanese part is sold in Japan and then brought to Bangkok and sold again it does not automatically become a Thai product because it has passed through a Thai shop. For values over 10,000 PHP there is 12% VAT based on the customs value plus any duties.

Can used engines and car parts be imported into the Philippines?

Yes, the importer must obtain a Certificate of Authority to Import (CAI) from the Department of Trade and Industry Fair Trade Enforcement Bureau. It is applied for before the goods leave Thailand, in the importer's name. It is valid for 90 days and must be presented with the goods when they arrive in the Philippines.

A Certificate of Authority to Import (CAI) is required prior to importation of used vehicles, parts and components. The importer shall present CAI to Bureau of Customs (BOC) upon arrival of the imported units.

Source: Philippines notification on used motor vehicles, parts and components, WTO import licensing portal, published 16 March 2026.

The legal basis is Executive Order No. 877-A of 2003: authority to import from DTI for used engines, parts, components of all motor vehicles. A WTO notification says the application goes to DTI-FTEB before shipment from the country of origin. The fee is 300 pesos per application. The license is in the importer's name and is not transferable. A buyer in Manila ordering used parts from Siang Kong needs the certificate in hand before the box is booked.

What has to be checked before a part leaves Thailand?

Check 3 things: the parts are genuine, not dangerous for flight and the invoice matches the boxes. Counterfeit trademark goods can not leave Thailand. Airbag modules are considered dangerous goods. An engine must be drained of fuel.

Clause 4 These following goods are prohibited from export, import and bringing in transit; (1) Goods bearing fake or imitation of trademarks of others under the Trademark Law.

Source: Notification of the Ministry of Commerce on counterfeit and pirated goods as goods prohibited from export, import and transit, B.E. 2565 (2022), unofficial translation by the Department of Intellectual Property.

These need the most care. Under the US hazardous materials rules, air bags, air bag inflator modules, seat belt pretensioners and pyromechanical devices are considered safety devices. The pyrotechnic type is forbidden on passenger aircraft. The engine itself can be shipped only if it is fully drained of all fluids, clean of any residue and purged of all vapor.
