Thai Motorcycle Parts to the Philippines: Duty by Part, Form D, Batteries and What It Costs

A motorcycle exhaust, brake discs, a chain and sprocket, brake pads and a carburettor on a workbench beside a box with bubble wrap

Most Thai motorcycle parts pay 15% duty in the Philippines. The same part with ASEAN Form D pays zero. The difference between the two is a certificate, not a discount. Below 10,000 PHP of value there is no duty and no VAT. Above it, the part number decides the bill.

Do motorcycle parts from Thailand pay duty in the Philippines?

Yes, above 10,000 pesos. Heading 8714.10 (exhausts, brakes, rims, suspension): 15 percent normal rate, 0 percent ASEAN with Form D. Tyres, batteries, engine parts and lights each have their own line and rate.

You can find the correct rate for each 8-digit line on the Philippine Tariff Finder. The Tariff Commission of the Philippines publishes the 2026 rates.

A part between 2 lines, such as a CDI unit or an alternator, is a classification question. The importer can request an advance ruling from the Commission.

What is the tax-free limit for a parcel to the Philippines?

No duty or VAT if the FOB or FCA value is 10,000 pesos or below. Shipping does not count towards the limit. Above 10,000 pesos duty + 12 percent VAT applies.

No duties and taxes shall be collected on goods with an FOB or FCA value often thousand pesos (P10,000.00) or below.

Source: Republic Act No. 10863, Customs Modernization and Tariff Act, Section 423, Supreme Court E-Library. The "often" is printed that way in the source and reads "of ten".

Above the limit the customs value adds the cost of the goods, transport, handling and insurance costs together. BIR: 12% VAT on this total plus duty. Example: customs value 20,000 pesos at 15% duty = 3,000, VAT on 23,000 = 2,760, close to 29% of the value. With form D: only VAT 2,400.

Commercial shipments below 50,000 pesos: informal entry. Above 50,000 pesos: formal entry.

What does a Form D change, and who gets it?

The Form D is what moves a Thai-origin part to the ASEAN rate of 0 percent. The importer in the ASEAN country will present the Form D to the customs in their country to get the parts cleared. The Department of Foreign Trade issues it in Thailand on the exporter's request, and VAT is still charged.

Form D is required to claim ATIGA preferential tariffs. For heading 8714.10 the regional value content must be not less than 40 percent. Since 28 April 2025 the Department of Foreign Trade issues Form D electronically, through DFT SMART C/O.

Parts made by a Thai factory or a Bangkok workshop can be Thai origin. An imported racing brand sold in a Bangkok shop is not. All items leave from the same counter. The exporter requests the Form D, and the origin is documented back to where the part was made.

Under ATIGA Annex 8 Rule 15, a Thai-origin consignment up to US$200 FOB can use a simplified declaration by the exporter instead of the Form D. The Bureau of Customs has published nothing online on whether it applies to courier parcels, so ask before the parcel leaves.

In the case of consignments of goods originating in the exporting Member State and not exceeding US$ 200.00 FOB, the production of a Proof of Origin shall be waived and the use of simplified declaration by the exporter that the goods in question have originated in the exporting Member State will be accepted.

Which parts need a Philippine mark before they can be sold?

DTI mandatory certification is required for: Helmets, lead acid storage batteries, inner tubes, tires for automotive vehicles, motor vehicle brake fluid. Imported products need a PS Mark or Import Commodity Clearance (ICC) before distribution in Philippines.

Helmets must have the PS or ICC mark to be sold in the Philippines. Selling a helmet without a PS or ICC mark is against the law and can result in a fine of 3,000 Pesos for the first offense and 5,000 Pesos for the second offense.

The list does not say whether motorcycle tyres are tyres for automotive vehicles or are treated differently. A reseller of helmets or tyres should treat the mark as required and check with the Bureau of Philippine Standards first. Exhausts, brake pads, chains, sprockets, shock absorbers: not on the list.

Used engines and parts are regulated, and need prior import clearance from DTI FTEB. A parcel of second-hand parts is a check-first shipment.

What cannot fly in a parts box?

Batteries, fuel and aerosols are the 3 problems. A carburetor, fuel pump, tank or engine has to be drained and free of fuel vapour. Aerosol cans such as chain lube or brake cleaner are dangerous goods under air rules.

Some examples of dangerous goods are aerosols, lithium batteries, infectious substances, fireworks, dry-ice, gasoline powered engines and machinery, lighters, and paint.

Thailand has its own rule on top. Civil Aviation Authority of Thailand Requirement No. 73, in force since 3 March 2025, refers to ICAO Technical Instructions, the shipper of dangerous goods must complete the Shipper’s Declaration for Dangerous Goods. In practice, any part with a cell, fluid or fuel residue needs a check with the courier before it is packed.

Guide: items that cannot be shipped from Thailand

Under the Customs Modernization and Tariff Act it is prohibited to import infringing goods under the Intellectual Property Code. Goods with a maker's logo that did not come from that maker may be seized on arrival in the Philippines.

What is ASEAN Form D and does it make Thai parts duty free?

The Form D ASEAN is a certificate of origin issued by the Thai Department of Foreign Trade. Parts that are made outside ASEAN and sold in Thailand do not qualify. For more information please contact our team.
