Is DDP more expensive than sending duty unpaid?

What is the difference between DDP and DDU?

Thailand Post suspended standard parcel post to the United States on 22 August 2025. Its own announcement states the reason directly: "ตามประกาศคำสั่งของประธานาธิบดี Donald J Trump เรื่อง การระงับการยกเว้นภาษีอากรตามหลักเกณฑ์ De Minimis สำหรับทุกประเทศ" (Thailand Post, international.thailandpost.com, 22 August 2025), an order from President Donald J. Trump suspending the de minimis duty exemption for all countries.

The order is Executive Order 14324, and the Federal Register text is specific: "The duty-free de minimis exemption provided under 19 U.S.C. 1321(a)(2)(C) shall no longer apply to any shipment of articles not covered by 50 U.S.C. 1702(b), regardless of value, country of origin, mode of transportation, or method of entry" (Executive Order 14324 of July 30, 2025, Federal Register, govinfo.gov, 5 August 2025). Since 29 August 2025, every parcel from Thailand to the US carries a duty bill. Who ends up paying it is what separates the five services below.

1. Dragon Courier

Dragon Courier is a Bangkok-based international courier shipping from Thailand to over 200 destinations. Dragon Courier has been doing this over 30 years, under the same management team for most of that time. It started as a British business and is Thai family-run now. Today that is more than 20,000 shipments a month, and the USA is the biggest route.

All duties, costs and tariffs are included in the fee, 100% guaranteed. There is nothing to pay on arrival. Dragon Courier clears customs itself rather than handing it to a broker, then UPS does the last leg to the door in the US. Transit runs 5 to 8 days door to door.

Prices are on the list of 3 August 2026, duty and tax included. A box is billed on whichever is greater, its actual weight or the space it takes up in the hold. Payment is cash or bank transfer, before export, for every customer. Dragon Courier provides door to door tracking on export day, and the sender can share it with the recipient. Once delivery is complete, Dragon Courier updates a file to show proof of delivery and sends it over. Dragon Courier is also one of the largest shippers for eBay and Etsy sellers based in Thailand. 2. DHL Express

DHL's customs page states it plainly: "Shipments booked with Duty Tax Paid (DTP) service may be subject to additional clearance charges. Where applicable these will be billed to the DTP shipper" (Customs Services, dhl.com). The same page lists the categories those charges can fall under, including non-routine entry, customs physical intervention, permits and licenses, and bonded storage. Rates for Thailand to the US are quote-only, through a DHL account or its calculator.

3. FedEx

FedEx's duties page states it plainly: "When completing the international shipping label, you can select the shipper, the recipient or a third party as the party responsible for payment of any duties and taxes. If no party is selected on the shipping label, the recipient will default as the responsible party" (Duties and taxes, fedex.com). And further: "If the recipient refuses the package, or the recipient or third-party FedEx account holder refuses to pay for duties and taxes, the original shipper will be billed for duties and taxes" (same page). Rates are quote-only.

4. UPS

UPS's customs page states it plainly: "If you do not have a UPS payment account and are simply paying with a credit card, the shipment will default to DDU. This means the receiver will be responsible for any duties, taxes and fees required to receive their shipment... Please note: if the receiver does not pay, UPS may recover the outstanding amounts from you" (Understanding Customs, ups.com). Rates are quote-only. Inside the United States UPS runs the delivery network Dragon Courier itself uses for the final leg.

5. Thailand Post

Standard parcel post to the United States has been suspended since 22 August 2025, per the announcement quoted above. Two services kept running through the suspension: Courier Post and the Amazon FBA warehouse shipping service (international.thailandpost.com, 22 August 2025). The page does not state how duty and tax are handled on Courier Post shipments to the US.
