What It Costs to Ship From Thailand to the UK: Duty, VAT and the Handling Fee

A parcel that lands in the UK can get stopped before it ever reaches the door. Customs duty applies above a threshold, VAT applies almost every time, and the courier that pays those charges on the receiver's behalf usually adds its own fee for doing it. None of that shows up on the price quoted in Thailand. It shows up as a bill the receiver has to settle before the box moves again.

Customs Duty on UK Shipments
Customs duty applies to non-excise goods worth more than £135 arriving in Great Britain from outside the UK. Below that value HMRC charges no duty, though VAT can still apply. Above it, the rate depends on the product and its country of origin.
HMRC states it plainly: "Non-excise goods worth £135 or less" carry "No charge" for customs duty. Above that figure, "the rate depends on the type of goods and where they came from," checked against the Trade Tariff service (Tax and customs for goods sent from abroad, gov.uk). A parcel of finished clothing, leather goods or jewellery from Thailand crosses £135 quickly once shipping and insurance are added to the goods value, which is the basis HMRC uses.
VAT on Parcels From Thailand
VAT applies to nearly every parcel sent to Great Britain from outside the UK, regardless of the duty threshold. The standard rate is 20%. A short zero rate list excludes most clothing, leather goods and jewellery from that exemption.
"VAT is charged on all goods (except for gifts worth £39 or less) sent from outside the UK to Great Britain," and it is worked out on "the total package value, including the value of the goods, postage, packaging and insurance, any duty you owe" (Tax and customs for goods sent from abroad, gov.uk). The standard rate applies to "most goods and services," at 20% (VAT rates, gov.uk). The zero rate list covers "most food and children's clothes." Adult clothing, leather goods and jewellery sit outside that list, so they pay the standard 20% on top of any duty owed.
What Three Product Categories Actually Pay
Duty rates vary by product category and are set by the UK Integrated Online Tariff. A wool suit, a leather handbag and a silver ring each carry a different rate, and each rate applies before VAT is added.
A men's wool suit falls under commodity code 6203110000, described as "of wool or fine animal hair," at a third country duty rate of 12%. A leather handbag, commodity code 4202210090, carries a rate of 2%. Silver jewellery, commodity code 7113110000, described as "of silver, whether or not plated or clad with other precious metal," also carries 2% (UK Integrated Online Tariff, trade-tariff.service.gov.uk). Duty is charged first. VAT is then charged on the goods value plus that duty, so the two charges compound rather than sitting side by side.
The Handling Fee on Top
Couriers that pay duty and VAT to HMRC on a receiver's behalf typically charge a separate handling fee. Royal Mail publishes this fee at £8 per parcel, added after duty and VAT, not instead of them.
Royal Mail charges a handling fee of £8 for clearing a dutiable item through customs, covering the paperwork, the examination and the payment made to HMRC on the receiver's behalf before the parcel is released (Pay a fee, royalmail.com). Other couriers publish their own version of the same charge. On a low-value parcel the fee can be a larger share of the total bill than the duty itself.
How HMRC Values a Shipment
HMRC calculates duty and VAT on the CIF value of a shipment: the goods, the shipping cost and the insurance added together. A courier that charges more for shipping can raise the taxable value even when the goods cost the same.
Customs value under Method 1 is "the price paid or payable by the buyer to the seller for the goods when they are sold for export to the UK." HMRC adds to that figure: "the costs of transport, insurance, loading or handling connected with delivering the goods to the UK border must be included" (Valuing imported goods using Method 1: transaction value, gov.uk). Shipping cost and insurance are not a separate line outside the tax calculation. They raise the number duty and VAT are charged on.
