How a Bangkok Tailor Offers "We Ship It Home": What the Customer Pays on Arrival and What the Shop Prepares

A tailor who ships a finished suit to a customer abroad is sending a commercial parcel, and since 29 August 2025 a commercial parcel entering the USA pays duty from the first dollar. A worsted wool suit is taxed at 17.5 percent in the USA and 12 percent plus VAT in the UK and the EU when the shipment is booked duty unpaid. Booked duty inclusive with Dragon Courier, a 2 kg suit to the USA is 1,474 THB on the tailor price list of 3 August 2026 and the customer opens the door to a box, not a bill.

Why does the customer get a customs bill when the shop uses an ordinary courier?

Because the low value exemption that used to let small parcels into the USA free of duty was suspended for every country in August 2025, and the personal exemption a traveller enjoys at the airport never covered goods sent after the trip. A suit shipped by the shop is commercial merchandise on arrival.

Customs and Border Protection spelled out what that means for a courier parcel, as opposed to a letter post item:

"Non-postal shipments will be subject to all applicable duties, taxes, and fees and must be filed using an appropriate entry type in the Automated Commercial Environment (ACE) by a party qualified to make entry."

The customer who bought the suit in person often assumes the airport exemption applies. It does not, and the rule is explicit:

"Merchandise is in your possession, that is, it accompanies you when you return to the United States. Items to be sent later may not be included in your duty-free exemption."

So a duty unpaid suit reaches the US door with a bill for the duty, the merchandise processing fee and the courier's charge for advancing the money. The shop that promised "we'll send it to you" is the one the customer emails when that bill arrives.

What does a suit pay on arrival in the USA, the UK, the EU and Australia?

A worsted wool suit pays 17.5 percent duty in the USA, 12 percent duty plus 20 percent VAT in the UK above 135 pounds, 12 percent duty plus the national VAT in the EU above 150 euros, and needs a formal import declaration in Australia above 1,000 Australian dollars. The percentages apply to the declared value of the garment.

The UK rule is the plainest to quote to a customer:

"You'll be charged Customs Duty on goods sent from outside the UK if they're either: excise goods [or] worth more than £135."

A suit paid for by the customer and posted by a company is not a gift under the UK rules, which reserve the gift relief for items sent between individuals. The gift box is not a route around the charge.

The EU changed its own low value rule in 2026, so a small parcel is no longer free either:

"The €3 temporary customs duty is a flat fee, which will apply until 1 July 2028, after which normal customs duties will apply."

Australia draws a different line, on paperwork rather than on money:

"You must complete an Import Declaration when imported goods (a consignment): have a combined value of over AUD1,000; and are being cleared into home consumption. You must pay all applicable duties, taxes and charges before the goods can be released."

None of these amounts is large on a shirt. On a 25,000 THB suit sent to New York they add up to about 4,400 THB of duty before the fee, and that figure is what the customer sees on the courier's notice.

What changes when the shop books the shipment duty inclusive?

The customer pays the shop once, in Bangkok, and nothing on arrival. Dragon Courier, a Bangkok courier that started in the tailoring trade 30 years ago, quotes one price with duty and tax inside it, clears customs on the US route itself and hands the box to a domestic carrier for the last leg.

Three things follow for the shop. The price of the shipment can be printed on the customer's receipt next to the price of the suit, because it will not change. The customer does not need a customs broker, since a suit sits well under the 2,500 dollar line that separates an informal entry from a formal one in the USA:

"§ 143.21 Merchandise eligible for informal entry. The following types of merchandise are among those which may be entered under informal entry (see §§ 141.52 and 143.22 of this chapter): (a) Shipments of merchandise not exceeding $2,500 in value (except for articles valued in excess of $250 classified in Chapter 99, Subchapters III and IV, HTSUS);"

And the conversation at the counter gets shorter. "Your suit will be finished on Thursday, it will be at your door in about a week, and there is nothing to pay when it arrives" is a sentence a customer remembers, and repeats to the friend who asks where the suit came from.

Transit on the USA route runs around 5 to 8 days door to door. Collection is free from the shop in Bangkok, Pattaya and Chiang Mai. A shop elsewhere in Thailand sends the finished garments to the Dragon Courier office. Shipments run from 0.1 kg, a tie, to 30 kg, and one price list covers everything in between with no discount for volume and no surcharge for a remote address.

What paperwork does the tailor prepare?

A commercial invoice, the delivery details, and nothing else. The invoice names the seller and the buyer, states the currency, and describes the goods, and the courier builds the customs entry from it. Dragon Courier asks the shop for the contents of the box and the receiver's name, address and contact number.

The international definition of what an invoice must carry comes from the ICC rules on commercial documents:

"must appear to have been issued by the beneficiary (except as provided in article 38); must be made out in the name of the applicant (except as provided in sub-article 38 (g)); must be made out in the same currency as the credit; and need not be signed"

For a tailor that translates into one line per garment, with the fabric, the quantity and the price actually paid, in the currency the customer paid in. A suit declared at a fraction of its price to save the customer money is the shop's problem when customs asks for the receipt, and on a duty inclusive shipment there is no money to save anyway, because the duty is already inside the price quoted in Bangkok.

The garments themselves need the fibre content and the country of origin on the label, which a tailor sews in as a matter of routine. Measurements stay on file at the shop, so the reorder six months later is booked by message and shipped the same way, without a fitting.

Tracking is issued on the day of export and can be shared with the customer, who sees the parcel leave Bangkok and reach the local carrier. Signatures are deliberately not collected, since a signature requirement is the most common reason a delivery is missed and pushed to the following day. Insurance covers loss at the declared value the shop chooses; what it covers and what it does not is set out in the insurance and claims policy.

Can the shop quote the shipping price before the suit is finished?

Yes. Price is weight and dimension quoted for the country, and a two piece suit boxed is about 2 kg, which is the line to read on the tailor price list. The number does not move after the booking, so it can go on the customer's receipt next to the price of the garment.

What if the customer wants the suit sent as a gift to avoid duty?

That does not work. The UK reserves gift relief for items sent between private individuals, and the USA defines a gift as something given without payment, which a suit the customer paid for is not. On a duty inclusive booking the question disappears, because the duty is already paid in Bangkok.

Does a shop outside Bangkok, Pattaya or Chiang Mai get collection?

No, collection from the shop runs in those three cities. A tailor elsewhere in Thailand sends the finished garments to the Dragon Courier office in Bangkok or Chiang Mai, which adds a day at the start of the journey and nothing to the price of the shipment itself.

Can one box carry a wedding order of four suits?

Yes. Shipments run from 0.1 kg to 30 kg, and a box is priced on its actual weight or on the space it takes in the hold, whichever is greater. A wedding order usually prices on the space. There is no discount for a larger order and no surcharge for a remote delivery address.
